अकबर द्वारा प्रस्तुत मानसबाड़ी प्रणाली

मूल:

मनसबदारी एक सेना और नागरिक सेवाओं की एक प्रणाली थी जो जगदीरी प्रणाली के स्थान पर अकबर द्वारा शुरू की गई थी।

अकबर की सख्ती से बोलना इस प्रणाली का प्रवर्तक नहीं था। यह मूल रूप से 'खलीफा' अब्बा सैय्यद द्वारा पेश की गई प्रणाली थी और उसके बाद भारत में आयात किया गया था।

अकबर ने इस प्रणाली में कई बदलाव किए। यह प्रणाली मुगल प्रशासन का स्तंभ थी। जागीरदारी व्यवस्था को समाप्त करके, मनसबदारी प्रणाली की शुरुआत की गई। यह काफी प्रभावी साबित हुआ।

मंसबदारी प्रणाली का अर्थ:

The मंसब ’एक अरबी शब्द है जिसका अर्थ किसी व्यक्ति का पद या पद या स्थिति है। इस प्रकार मनसबदारी एक ऐसी प्रणाली थी जिसमें एक सरकारी अधिकारी का पद निर्धारित किया जाता था। हर नागरिक और सैन्य अधिकारी को 'मनसब' दिया जाता था। विभिन्न संख्याएँ जिन्हें दस से विभाजित किया जा सकता था उनका उपयोग रैंकिंग अधिकारियों के लिए किया गया था। यह अधिकारियों के वेतन और भत्ते तय करने के लिए भी था।

मानसब की श्रेणियाँ:

अबुल फ़ज़ल ने मनसबदारों के 66 ग्रेडों का उल्लेख किया है लेकिन व्यवहार में 33 से अधिक मनसब नहीं थे। अकबर के प्रारंभिक शासनकाल के दौरान, निम्नतम ग्रेड दस था और उच्चतम 5000 था। शासन के अंत में इसे 7000 तक बढ़ा दिया गया था। बदायुनी के अनुसार यह 12,000 पर तय किया गया था। राजकुमारों और राजपूत शासकों को उच्च मानसब दिए गए जिन्होंने अकबर की आत्महत्या स्वीकार की।

एक मनसब का महत्व:

मुगल महान के मनसब ने निम्नलिखित बातें बताईं:

(ए) अधिकारी का वेतन

(b) अधिकारी की स्थिति

(ग) एक अधिकारी द्वारा रखे गए सैनिकों, घोड़ों और हाथियों आदि की संख्या।

'जट और सवर':

अपने शासनकाल के बाद के वर्षों के दौरान, अकबर ने मानसबाड़ी प्रणाली में 'जट' और 'सवर' की रैंक पेश की। इन शर्तों के संबंध में विभिन्न विचार व्यक्त किए गए हैं। ब्लोचमन के अनुसार, हर मनसबदार को जितने भी सैनिक होते थे, उतने सिपाहियों को जट के रैंक से संकेतित करना पड़ता था, जबकि 'आरा' की रैंक ने उनके बीच घुड़सवारों की संख्या का संकेत दिया। इरविन ने यह विचार व्यक्त किया कि ज़ात ने अन्य सैनिकों के अलावा एक मनसबदार के तहत घुड़सवार सेना की वास्तविक संख्या का संकेत दिया जबकि सतर एक अतिरिक्त सम्मान था।

डॉ। आरपी त्रिपाठी के अनुसार, आरी का रैंक मनसबदारों को उनके अतिरिक्त भत्ते को तय करने के लिए दिया गया था। एक मनसबदार को प्रति घोड़े दो रुपये दिए जाते थे। इसलिए, यदि एक मनसबदार को 500 आरी का पद प्राप्त होता है, तो उसे एक हजार अतिरिक्त भत्ता दिया जाता था। अब्दुल अज़ीज़ का मत है कि जहां जाट के पद ने एक मनसबदार के तहत अन्य सैनिकों की संख्या तय की, वहीं आरा के रैंक ने अपने घुड़सवारों की संख्या तय की।

डॉ। एएल श्रीवास्तव ने कहा है कि जब जाट रैंक ने एक मनसबदार के तहत सैनिकों की कुल संख्या का संकेत दिया, तो सियार की रैंक ने उसके नीचे घुड़सवारों की संख्या का संकेत दिया। अकबर के शासनकाल के दौरान, मनसबदारों को अपने घुड़सवारों की संख्या के अनुसार कई घुड़सवारों को रखने के लिए कहा गया था। लेकिन, अन्य मुगल सम्राटों द्वारा इस प्रथा को बनाए नहीं रखा गया था।

मनसबदारी प्रणाली की मुख्य विशेषताएं:

1. राजा ने स्वयं मनसबदारों को नियुक्त किया। वह मनसब को बढ़ा सकता था, उसे कम कर सकता था या हटा सकता था।

2. एक मनसबदार को किसी भी नागरिक या सैन्य सेवा को करने के लिए कहा जा सकता है।

3. मनसबदारों की 33 श्रेणियां थीं। सबसे कम मनसबदार ने 10 सैनिकों और उच्चतम 10,000 सैनिकों की कमान संभाली। केवल शाही परिवार के राजकुमारों और सबसे महत्वपूर्ण राजपूत शासकों को 10,000 का मानस दिया गया था।

4. एक मनसबदार को उसका वेतन नकद में दिया जाता था।

5. सैनिकों के कारण वेतन को मनसबदार के व्यक्तिगत वेतन में जोड़ा गया था। कभी-कभी सिपाही को वेतन देने के लिए, मनसबदार को एक जागीर दी जाती थी। लेकिन राजस्व अधिकारियों और आवश्यक समायोजन द्वारा महसूस किया गया था।

6. मनसबदारी प्रणाली वंशानुगत नहीं थी।

7. अपने निजी खर्चों को पूरा करने के अलावा, मनसबदार को अपने '' वेतन को घोड़ों, हाथियों, ऊंटों और खच्चरों और गाड़ियों के निर्धारित कोटा से बाहर रखना पड़ता था।

11. हर दस घुड़सवारों के लिए, मंसबदार को बीस घोड़ों को बनाए रखना पड़ता था, घोड़ों के लिए आराम करना पड़ता था जबकि मार्च और प्रतिस्थापन युद्ध के समय आवश्यक थे।

12. एक घुड़सवार और भ्रष्टाचार को रोकने के लिए घोड़ों ('दाग') के घोड़ों के नीचे प्रत्येक घुड़सवार के विवरण ('हुलिया') का एक रिकॉर्ड रखा गया था।

जहाँगीर और शाहजहाँ द्वारा पेश परिवर्तन:

1. उच्चतम मनसब में अंतर:

अकबर के बाद, उच्च मानस को पेश किया गया था। जहाँगीर और शाहजहाँ के शासनकाल के दौरान, अकबर के शासनकाल के दौरान 12,000 की तुलना में एक राजकुमार के मंसब को क्रमशः 40,000 और 60,000 तक बढ़ा दिया गया था।

2. सैनिकों की संख्या में कमी:

शाहजहाँ ने एक मनसबदार द्वारा रखे गए सैनिकों की संख्या कम कर दी। अब प्रत्येक मनसबदार को मूल संख्या का एक तिहाई रखना आवश्यक था। कभी-कभी, यह v एक-चौथाई या एक-पाँचवां भी कम हो जाता था।

3. मनसबदारों की श्रेणियों में अंतर:

जहाँगीर और शाहजहाँ के समय में, उनकी पुस्तक अकबरनामा में अबुल फ़ज़ल द्वारा उल्लेखित 33 के मुकाबले मनसबदारों की श्रेणियों की संख्या 11 हो गई थी।

4. नियंत्रण में आराम:

अकबर की मृत्यु, मनसबदारों पर नियंत्रण का काम बहुत सुस्त हो गया।

मनसबदारी प्रणाली के गुण:

1. जागीरदारी व्यवस्था के मुख्य दोषों को दूर करना:

मानसबाड़ी प्रणाली इस तरह की जागीरदारी प्रणाली में निहित दोषों को दूर करने में बहुत मददगार साबित हुई। अब मनसबदारों को सम्राट से उनका वेतन मिलता था, वे उसके प्रति अधिक वफादार थे। उनके विद्रोह की संभावना कम से कम थी।

2. सैन्य क्षमता में वृद्धि:

घोड़ों और घुड़सवारों के रखरखाव को विनियमित करके, सेना की सैन्य क्षमता में वृद्धि की गई थी।

3. राज्य को अतिरिक्त राजस्व:

अब पूरी जमीन राज्य भूमि बन गई। राज्य के अधिकारियों को राजस्व का एहसास हुआ। पहले यह जागीरदारों द्वारा किया जाता था।

4. चयन के आधार के रूप में मेरिट:

मनसबदारी व्यवस्था वंशानुगत नहीं थी। एक मैन्सब को योग्यता के आधार पर एक अधिकारी को दिया गया था। इसे बढ़ाया या कम किया जा सकता है।

मनसबदारी प्रणाली के लाभ:

1. मनसबदारों ने सम्राट से अपना वेतन प्राप्त किया और स्वयं अपने सैनिकों को वेतन का भुगतान किया। इसने सैनिकों को राजा की तुलना में मनसबदारों के प्रति अधिक वफादार बना दिया।

2. प्रणाली बहुत महंगी साबित हुई।

3. बेईमान मनसबदार और अधिकारी निरीक्षण के दौरान एक साथ सहयोगी होते थे, एक दूसरे से घोड़े उधार लेते थे और अपना पूरा कोटा दिखाते थे।

4. मनसबदारी प्रणाली में जाति व्यवस्था प्रबल थी।

5. चूँकि एक मनसबदार की संपत्ति उसकी मृत्यु के बाद जब्त कर ली गई थी, इसलिए वह अपने जीवन काल के दौरान उसे बहुत प्यार से बिताता था।

इसने रईसों को विलासी बना दिया और इससे उनका नैतिक पतन हुआ, जिसका उनकी कार्यक्षमता पर प्रतिकूल प्रभाव पड़ा।

अकबर जोधा से ब्याह करके राजा भारमल को पूरी तरह अपने अधीन करना चाहता था आपको बता दें कि जोधा से पहले अकबर कि अनेकों पत्नियाँ थी । अकबर ने अपने राज्य विस्तार और विलास के लिए कई हिन्दू राजकुमारियों के साथ विवाह किया था 

बादशाह मीराबाई से किस तरह का था?

यह घटना गलत हो सकती है क्योंकि मीराबाई के जीवन के समय तक अकबर राजा सम्राट या बादशाह हि नहीं बना था. उसका जन्म मीराबाई कि मृत्यु के बाद हुआ था. जो फ़िल्म बगेरा बनी है वह झूठ पर आधारित या किंवदंतियों पर आधारित हो सकती है. नीचे अकबर और मीराबाई के जनम तथा मृत्यु के समय पर विचार किया गया है जिससे उपरोक्त कथन कि सत्यता सिद्ध होती है. तिथियां विकिपेडिया से ली गयी है ! !

मीराबाई का जन्म जोधपुर के कुर्की मे सन 1498 से 1502 मे माना जाता है. इनका विवाह मेवाड़ के परम् पराक्रमी सम्राट राणा सांगा के पुत्र भोजराज से 1516 मे हुआ. कुंवर भोजराज कि मृत्यु 1521 मे किसी युद्ध मे हो गयी. भोजराज कि मृत्यु के उपरांत मीराबाई कृष्ण को पूर्ण समर्पित हो गयी. विक्रमादित्य भोजराज के छोटे भाई थे और रानी करनावति उनकी मा थी. बिक्रमादित्य के राणा रहते हुए मेवाड़ में मीरबाई को वहुत कष्ट दिए गए. अपमानित किया गया. उनको जहर पिलाया गया. मीराबाई द्वारिका चली गयी और 1546 से 1556 के बीच द्वारिका मे इनकी मृत्यु हो गयी या कृष्ण मे समां गयी. अर्थात इनका जीवन काल अधिकतम 1498 से 1556 तक रहा !! 

सम्राट अकबर का जन्म सिंध मे 1542 मे उमरकोट मे हिन्दू राजा कि रियासत मे पिता हुमायुँ और माता हमीदा बनु से हुआ ज़ब हुमायुँ बहुत बुरे डोर से गुजर रहा था और उसे भारत भूमि छोड़कर भागना पढ़ा. शेरशाह सूरी ने हुमायूँ को भारत से बाहर कर दिया जबकि हुमायूँ बहुत सुलझ समझौते की कोशिश करया रहा और उसे भागना पढ़ा जान बचाने के लिए. काबुल तक खदेड़ा गया. सम्राट अकबर कि ताजपोशी पंजाब मे बेराम खाँ ने फरबरी 1556 मे कराई ज़ब हुमायूँ पुराने किले दिल्ली में नमाज पढ़ने जाते हुए सीढ़ियों से गिरकर मर गया था. और उसके सेनापति तर्दी बेग को हेमू ने जो सूरी इस्लाम शाह का सेनापति था ने तुगलकाबाद के युद्ध में मुग़लों को हराकर दिल्ली से भगा दिया था. फिर 1556 में पानीपत की दूसरी लड़ाई में हेमू और बेराम खान मुग़ल फिर एक बार भिड़े. इस समय हेमू हार गया और मारा गया कत्ल कर दिया गया बंदी बनाकर. यह समय उसके लिए बढ़ा हि अस्थिर था. इस समय अकबर के सारे निर्णय बेराम खाँ हि लेता था. अकबर उसके हाथो कि एक कठपुतली था. अतः सन 1556 तके अकबर कुछ भी निर्णय लेने कि स्तिथि मे ण था. ण द्वारिका 1556 मे अकबर के अधिकार मे था. अतः अकबर मीराबाई के जीवित रहते किसी भी तरह उनसे मिल नहीं सकटा था. अतः मेरे विचार से ये घटना अफवाह है, कोरा झूठ है. ऐसी कोई मुलाक़ात या मीरा के भजन सुनने के लिए अकबर को समय हि नहीं मिला क्योंकि वह मीरा बाई के समय पैदा हि नहीं हुआ था !! 

अतः मीराबाई के भजन अकबर सुनते थे या कृष्ण भक्त कवियत्री मीरा के बड़े प्रशंशक थे, उनके भजन सुनने उनकी सभा मे जाते थे, यह सब बकवास है, झूठ है, कोरी गप्प है. अकबर को महिमा मंडित करने और हिन्दू हृदय सम्राट बनाने, उदार दिखाने का एक थोथा भोथरा प्रयास भर है. यह बॉलीवुड की पैसा कमाने की कोरी गाथा है. इसमें लेशमात्र भी सच नहि है. बकवास झूठ और कुछ भी नहीं. चाटुकारों कि चाटुकारिता है तथाकथित मुसलमान धर्म निरपेक्षता का ढोंग करने वालों का और बादशाह अकबर का औरा बढ़ाने का उनको सहिष्णु सिद्ध करने का, बड़प्पन दिखने का एक और झूठा इतिहास बनाने, लिखने का मामला है. लेकिन अकबर एक खराब बादशाह था बुरा शहंशाह था मेरा ऐसा मानना नहीं है. उसके समय भारत की कीर्ति दूर वर्तनिया यूरोप तक थी और इसलिए हि अंग्रेज भारत से व्यापार करने यहां जमने को वेचेन थे. भारत तब एक सम्पन्न समृद्ध मुल्क था और दूर देशो तक भारत के गुजरती व्यापारी व्यापार करने को प्रसिद्ध थे. कपड़े मिर्च मसाले आदि के व्यापार पर भारत का एकाधिकार था और विश्व व्यापार मे भारत का हिस्सा 25% बताया जाता है !!
